The short answer
An O-3 with dependents in Tokyo paying ¥750,000 rent gets ¥862,012 a month in OHA, about $5,639.28 at the sheet's exchange rate. Without dependents the same rent gets ¥795,009 (about $5,200.95). Rates come from DTMO's current sheets for 8 countries.
Overseas Housing Allowance (OHA) helps pay the rent when you live in private housing at an overseas duty station instead of government quarters. It has two monthly parts, a rent allowance and a utility allowance, plus a one-time payment when you move in. See what OHA covers for how those pieces fit together, and what OHA isn't.
This calculator covers 8 countries. Enter your rent in the local currency, in whole units (yen, euros, won, pounds, dinars or dollars), exactly as your lease states it. The result comes out in that currency, with a dollar estimate beside it.
Worked example: an O-3 in Tokyo, with and without dependents
Take an O-3 renting an apartment in Tokyo for ¥750,000 a month, with utilities paid separately. On Japan's current sheet, Tokyo's O-3 rent ceiling is ¥790,000, and Japan's utility and recurring maintenance allowance (UMA) is ¥112,012. The sheet also sets MIHA/Miscellaneous at ¥65,477 (about $428.35), paid once when the member moves in.
With dependents, ¥750,000 is under the ¥790,000 ceiling, so the whole rent counts. Add the UMA: ¥750,000 + ¥112,012 = ¥862,012 a month. At the sheet's rate of $0.006542 per yen, that's about $5,639.28.
Without dependents, the cap drops to 90% of the ceiling, which is ¥711,000. The rent is over that, so the rent allowance stops at ¥711,000. The UMA is paid at 75%, which is ¥84,009. Together they come to ¥795,009, about $5,200.95.
How OHA is worked out
The rent allowance is the smaller of your rent and your grade's ceiling. For a member with dependents, FMR 6.2.2.1 says "For Service member with-dependent, the maximum rental allowance is the lesser of the Service member's reported rent or the maximum allowable rent for the Service member's grade at the PDS locality." Without dependents, the cap is lower. FMR 6.2.2.2 reads: "For Service member without a dependent, the maximum rental allowance is the lesser of the Service member's reported rent or 90% of the maximum allowable rent for the Service member's grade at the PDS locality."
The utility allowance works the same way. The last sentence of FMR 6.3.1 is "It is paid to a Service member without a dependent, who is not a sharer, at 75% of the with-dependent rate."
Monthly OHA is then the rent allowance plus the UMA. When 90% or 75% doesn't land on a whole unit, the calculator rounds half up to the nearest whole unit. DTMO's own example CE-OHA-04 does the same, turning 90% of $725 into $653, and CE-OHA-02 turns 90% of $665 into $599. Dollar estimates are rounded half up to the cent.
When your rent includes utilities
Check Rent includes all utilities if your lease covers every utility. FMR 6.3.2.1 explains what changes: "A Service member is not authorized the utility and recurring maintenance allowance when rent includes all utilities. However, when computing the OHA, the appropriate utility and recurring maintenance allowance is added to the Service member's rental allowance."
For the Tokyo O-3 with dependents, that lifts the cap from ¥790,000 to ¥902,012 (the ceiling plus the ¥112,012 UMA), and no UMA is paid on top. A lease of ¥900,000 with everything included would be paid in full: ¥900,000 (about $5,887.80) a month.
If your rent covers only some utilities, FMR 6.3.2.2 pays a percentage of the UMA, set by the locality's climate code and a utility point score from Tables 26-15 and 26-16. This calculator doesn't model partial utilities; your finance office works that out.
The move-in allowance (MIHA)
MIHA/Miscellaneous is a fixed lump sum meant to cover the cost of making a new home livable. FMR 6.4.2.1 ends: "All Service members, with or without dependents, receive the full allowance with their first OHA rental payment." The calculator shows it as MIHA/Miscellaneous, paid once.
The other MIHA types, MIHA/Rent, MIHA/Security, MIHA/Infectious Diseases and MIHA/Safety (FMR 6.4.2.2 to 6.4.2.5), aren't included here. They depend on what you actually pay, so ask your finance office about them.
Why the dollar figure is an estimate
OHA is set in the local currency and paid in dollars. DTMO's OHA FAQ says "The DoD adjusts the pay system exchange rate as often as every pay period", so the dollar amount you're paid can change from one pay period to the next. The calculator converts with the rate of exchange printed on each country's sheet, so its dollar figure is only as current as that sheet's date. The local-currency figures come straight from the sheet.

DTMO has already published Japan's next sheet (effective October 16) and Spain's (effective October 1). The calculator doesn't pick those up by itself. We update the rates by hand when DTMO publishes a new sheet, and until that update lands here, the calculator keeps using the sheets in the table above. When we checked on September 19, 2026, the United Kingdom and Bahrain were still on their July 16 sheets, with nothing newer posted. Grades a sheet doesn't list
The Italy and Bahrain sheets have an O-7 column; the other six start at O-6. None of the 8 sheets has a column for O-8, O-9 or O-10. If you pick a grade the sheet doesn't list, the calculator tells you so instead of guessing.
Several grades share a column. O-3E and W-5 are paid from the O-3 column. O-2E, W-3 and W-4 use the O-2 column, and O-1E, W-1 and W-2 use the O-1 column. E-1 and E-2 use the E-3 column.
What this calculator doesn't cover
- Sharers. Members who share a home get a prorated share of the rent and a prorated UMA (FMR 6.2.4.1 and 6.3.1; DTMO example CE-OHA-02).
- Dual-military couples. The FMR gives a member married to another member a section of its own (4.5), and DTMO has a separate example for that case (CE-OHA-03). Work either case by hand with OHA for sharers and dual-military, which walks DTMO's own sharer example line by line.
- Homeowners. The monthly "rent" for an owned home is the purchase price divided by 120 (FMR 6.2.5.1).
- Partial utilities and advance rent.
- Other countries. DTMO publishes sheets for many more locations than these 8.
Use this for planning a budget or checking a number that looks off. Your finance office has the final say on your OHA, so confirm the figure with them before you sign a lease.
